POSITION: Geotechnical Engineer POSITION SUMMARY: The Geotechnical Engineer performs technical, project management, advocacy, and engineering work in close coordination with and under the general direction of the Director of Asset Management/Chief Engineer. This position includes analyzing, interpreting, and managing dam embankment instrumentation data and ensuring the integrity and safety of dam structures through diligent monitoring and technical studies. The role involves project management responsibilities, coordinating with consultants and contractors to complete dam, reservoir, recreation area, and mitigation area-related projects. TYPICAL EDUCATION AND EXPERIENCE REQUIRED: Requires a bachelor’s degree in science, geology, engineering, or related field, or advanced technical training and three to five years’ related experience. Working knowledge of geotechnical principles for embankment dams. Must be a licensed Professional Engineer. Must maintain a valid driver’s license. SKILLS AND COMPETENCIES: In addition to the educational and experience requirements, the following skills are essential to the job: • Geotechnical Engineering training and experience related to embankment dams. • Excellent verbal and written communication skills with the ability to communicate succinctly, effectively, and professionally. • Ability to work with professionals, the public, other organizations, and government agencies and oversee the work of others, particularly outside consultants. • Ability to complete and oversee projects from inception to completion, coordinating both internal and external efforts. • Advanced skills in Microsoft Excel, Access, and other database management. • Aptitude for data communications and problem-solving. ADDITIONAL PREFERRED SKILLS: • Proficiency or expertise in GIS, including simple mapping and geospatial analysis. • Knowledge of Colorado hydrology, water administration, and law. • Working knowledge of dam safety rules and principles including risk informed decision making, emergency preparedness and consequence reduction, and dam safety best practices. • Proficiency in applying water resource management principles, including a functional understanding of the prior appropriation system. • Competency with coding in C++, Python, R, or similar languages. • Experience with data management and visualization tools such as macros, tableau, and Power BI. • Controls Systems training or experience, including the design and use of SCADA. • Data and instrumentation automation. • Proficiency with AutoCAD. ESSENTIAL FUNCTIONS: • Provides data compilation, reduction, analysis, and interpretation of dam embankment instrumentation and other reports in Excel or similar data management software for internal processing and peer review. Monitors data for threshold exceedances. Communicates the results of the dam monitoring program to supervisor, senior leadership, and interested partners. • Prepares, reviews, or directs technical studies on embankment dams. • Provides project management support, including working with consultants, suppliers, and contractors to develop scopes of work and successfully complete project scopes on time and within budget. Projects may be associated with dam embankments, spillways, outlet works, wetlands mitigation areas, recreation areas, or other related components. • Performs field work, such as simple mechanical maintenance and troubleshooting automated monitoring instrumentation. • Assists with implementing Risk Informed Decision Making (RIDM) processes for River District-owned dams. • Assists the Director of Asset Management/Chief Engineer in implementing dam safety-related projects, including emergency preparedness training and dam safety evaluations. • Works closely with the Director of Asset Management/Chief Engineer and other technical team members on reservoir operation plans and implementation. • Assists in implementing the District’s policies, including advocating for them in public settings. • Work varies in complexity and requires creative problem-solving, independent judgment, and initiative. • Travel is required, mainly throughout the 15-county District, including overnight travel to supervise projects. POSITION: Administrative Specialist POSITION SUMMARY: Under minimal supervision, the Administrative Specialist supports the organization through performing a variety of administrative functions: • Office Administration: Serves as the primary support team member for office administration. Accepts deliveries and greets visitors at the front office. Processes and routes incoming mail. Monitors and orders office supplies and computer equipment. • Systems Management: Leads in phone system administration including adding or deleting users, updating system schedules, and providing user training. Serves as point person for audio and video system administration, including acting as a liaison between the River District and A/V contractor. Demonstrates proficiency with standard office equipment and manages office equipment support contracts. May assist with troubleshooting of systems and coordinating repairs or support requests with relevant external contractors. • Fleet Vehicles: Serves as the fleet vehicle manager including scheduling maintenance, tracking mileage, and reconciling fuel cards. • Meeting Logistics: Provides meeting and logistics support for regularly scheduled Board meetings and other periodic meetings, including ordering food, shopping for supplies in advance, and providing other meeting support. • Records Management Support: Assists with document management efforts including importing and exporting electronic files, periodic reconciliation of paper records, and document management system improvements in Laserfiche or other document management software. • Project Management Support: Works independently on a variety of projects under the direction of administrative, external affairs, legal, technical, and/or community funding partnership staff. TYPICAL EDUCATION AND EXPERIENCE REQUIRED: High school diploma required and may have completed relevant college course work or possess degree. Highly skilled in administrative areas including advanced computer skills, with spreadsheet and database software knowledge gained through two or more years of extensive, high level administrative work experiences. ADDITIONAL PREFERRED SKILLS: • Knowledge or experience with Laserfiche. • General understanding and experience with Audio/Visual Systems. ESSENTIAL FUNCTIONS: 1. Provide general support to administrative, technical, legal, external affairs, and community funding partnership departments including processing and routing incoming mail, document processing, correspondence mailings, and spreadsheet and database management. 2. Assist with the property management of the District’s fleet vehicles, property and building belongings (i.e., furniture, computers, etc.). 3. Provide information management support (e.g. Laserfiche document processing, Records Management, CFP program administrative support, software troubleshooting, website maintenance, etc.) 4. Perform general office management duties including ordering and/or obtaining office supplies, coordinating support for office equipment with vendors, etc. 5. Maintain electronic mailing and contacts lists. 6. Arrange meetings & teleconferences, and provide logistical support for meetings, including River District Board meetings. 7. Perform administrative support and other clerical work (e.g., schedules, travel arrangements, filing, reproduction, etc.). 8. Answer phones and direct phone calls to appropriate staff member. Phone system management including managing users, ordering equipment, and changing software settings as needed. 9. Provide backup support to other administrative positions. 10. Provide support to the Director of Financial & Administrative Services and Chief of Operations as needed (human resources projects, research, etc.) 11. Primarily in charge of maintaining common areas such as kitchen, reception area and conference rooms. 12. Occasional ordering and preparing of food and beverage for meetings. 13. Provide accounting data entry and support (e.g. gathering credit card receipts, scanning invoices, and Laserfiche file management). 14. In consultation with external affairs, coordinates and orders branded clothing for District employees.
